high emc valued things being made at spawn=kinda cheaty?

apparently someone made their base next to to spawn, and due to the server coding in minecraft, if you know it or not, to speed up people being able to log in on servers, a radius of chunks at spawn are kept loaded at all times, no matter what, even if no players are in the area too!, and it seems that someone has made a base there, and my guess is that they have condensers, and it's basically like having a chunk loader at your base, they could if they have any energy condensers with a collector next to it, or relay, well, you know what i mean, any emc genoration making a item or object or block will be building up emc to be made even if they are not there (any members of said faction) so they could be on rarely, and have like a stack of rm depending on what they got loaded and genorating, this is like practically using a "free chunk loader", and maybe only shops should be allowed to be built near spawn, because even if this happens NOT to be in the boundries of the "spawn chunks", players are always in the area, either buying stuff from player owned shops, or killing each other in or around the shops, so in my oppinion, it's a bit op, or more as much as i'd like to say "As much OP as a duplicator block in a corrupt admin's base" now please think about this, sure you might be thinking "it's not cheating, people are jsut allways around it", but realize that it's so close to spawn, and there's practically always someone at spawn!, and this is an issue i'd like to bring to attention of the staff and owner of this great server we play on!

How do you know this base has EMC flowers?

You're drawing a giant fucking assumption off of what, a tiny little base or something of equal size? Correct me if I'm wrong, but it sounds almost as if (if anyone gets that reference, respect to you) you're using a x-ray texture pack to locate bases and peer inside of them due to such great detail. Regarding what you said in game that Solar Panels = EMC, I'm a little concerned considering Solar Panels output EU, not EMC, and if you did in fact use a Mass Fabricator and turn that UU Matter into diamond, by the time you got 9 stacks of UU Matter, turn it into diamond, condense that into Red Matter, it'd wouldn't even be worth it.
